It prohibits them from testifying, 0r saying anything about what they know, WITHOUT PRIOR APPROVAL FROM MALACANANG. This is now being echoed in different government agencies by way of implementing guidelines to be drafted by the corresponding heads. GAGGING her allies made one presidential adviser's BP jack up, and his heart condition worsen.Pity that "poor" guy!
